Cook-Programs without iOS

I work for a software company that has our product on iOS, Android, Windows, and Macs. While Android users like myself wait for parity with iOS to arrive on the Android app, could you create a web-based method to create custom cooking programs? I enjoy having that ability on my iPad but see several complaints on your Facebook user community. I have a recipe creating/saving software I use that has the creating and editing capability on their website too.
